A.P.Polo - "Qatar" - Hamburg (Germany) - New Media Art. Abstract, colourful work intended to remind us of the human rights violations in Qatar, which foreign workers and people of the LGBTQI+ movement in particular are subjected to. Qatar, one of the richest countries in the world, is repeatedly pilloried internationally for the exploitation of foreign workers. Human rights according to the Universal Declaration of Human Rights are often disregarded in Qatar. Criticisms include insufficient wages and poor accommodation as well as the so-called kafala system, which ties workers to a local sponsor. The human rights organisation Amnesty International accused Qatar of remaining a "playground" for "unscrupulous" employers of migrants despite promises of reform. Hundreds of foreign workers have been waiting for their wages for months without any help from the state. Amnesty International investigated the working conditions of foreign domestic workers in Qatar in October 2020. They are often subjected to abuse, humiliation and the harshest working conditions. Some 85 per cent of the women surveyed said they rarely or never get days off and that employers withhold their passports. Many also said they were paid late or not at all. One of the main reasons for the poor conditions is considered to be the so-called kafala system, which ties foreign workers firmly to a local guarantor such as an employer, who must agree to a change of job, for example. Freedom of expression in Qatar is restricted. Several people were sentenced to prison terms of up to seven years for blasphemy. A Syrian who insulted Islam during an angry outburst because his mobile phone credit had expired was deported. Women continue to be disadvantaged in everyday life, they do not receive enough protection in cases of domestic violence and divorces are more difficult. Compensation payments are biased in favour of men. In the case of a woman's death, only half as much compensation is paid as in the case of a male person's death. If a woman files a complaint of rape, she risks imprisonment because of the extramarital sex that took place at the same time. This became clear in 2016 when a 22-year-old Dutch woman, who was a tourist, reported her rape to the Qatar police. Consequently, she was charged with extramarital sex and therefore imprisoned for 3 months. However, her alleged rapist, a Syrian national, was given 140 lashes as punishment and subsequently deported. Women under the age of 25 must also obtain permission from their male guardian to sign contracts or leave the country, for example. Therefore, young women cannot simply move out of their families' homes or leave their families' homes without permission from their male guardian. Over 80 per cent of Qatar's population are foreigners. Many of the foreign workers are discriminated against and their exploitation and abuse is common. Female employees in particular are at a greatly increased risk of vulnerability, ranging from physical violence to sexual abuse by employers. Foreigners are generally denied Qatari citizenship and only the Qatari population of around 300,000 has the right to vote. Political parties are not allowed. Qatar will be the first country since 1966 to host the World Cup that has made homosexuality a punishable offence. There are known cases in which non-citizens of Qatar have also been brought under the penal code. In 1996, for example, a US citizen received a six-month prison sentence and 90 lashes. Gender reassignment surgeries for trans people are also banned. Several LGBTI organisations have therefore been calling for a boycott of the 2022 World Cup in Qatar since it was awarded in 2010. Homosexuality is prohibited in Qatar, with a prison sentence of up to three years and a fine, as well as the possibility of the death penalty for Muslims under Sharia law; however, there are no known cases of the death penalty being carried out for homosexuality. The Qatari government does not recognise same-sex marriages or registered civil partnerships, nor does it allow people in Qatar to advocate for LGBT rights. In Qatar, there is basically access to the internet, but it is subject to certain restrictions and censorship. Pornographic depictions and content critical of Islam are blocked.
