SUR CETTE OEUVRE: A.P.POLO - THE LINE
A.P.Polo - "THE LINE" - Hamburg (Germany). THE LINE is a 170km-long linear smart city under construction in Saudi Arabia that will be car-free, road-free and carbon-free. When completed, it will extend from Neom on the Red Sea to south of the city of Tabuk. Saudi Arabia's plans assume 9 million residents when fully developed. The city, which Saudi Arabia claims will create 460,000 jobs and increase the country's gross domestic product by $48 billion, is part of the Saudi Vision 2030 projects. The plan for The Line was first presented by Saudi Crown Prince Mohammed bin Salman on state television on January 10, 2021. In July 2022, the Crown Prince published revised plans: Instead of the community modules with many individual buildings, a single 500 meter high and 200 meter wide structure is to be built above the spine, extending over the entire length of 170 km. On the two outer sides, the building is shown on designs and models with reflective, smooth facades, and on the inside there is a long, green atrium that appears to extend over its full length. Depending on the depiction, the atrium is open at the top or has a continuous roof with green space. The structure is expected to accommodate around 1.5 million people in 2030; By 2045 there should be up to 9 million. The first earthworks for the spine began in November 2021. The estimated construction cost is between USD 100 and 200 billion (SAR 400-700 billion), with some estimates even reaching USD 1 trillion. Satellite images from October and November 2022 show visible traces of extensive preparatory earthworks spread over almost the entire length of the planned city. 425 excavators and trucks were counted on a 5 km long construction section alone. Critics fear the project will create a dystopian and artificial facility that will negatively impact the migration of birds and other wildlife. In addition, the project runs on the territory of the indigenous Howeitat tribe, whose displacement and forced migration are imminent. The intended establishment as a kind of special economic zone or charter city with laws that differ from the rest of the country is also criticized as a measure that deepens undemocratic and authoritarian regulation in favor of foreign investments. Some architects also question the technical feasibility and economic viability of The Line. Scientists proposed The Circle in 2023. After the murder of Jamal Khashoggi in 2018, architects Norman Foster and Rem Koolhaas left the project. The NEOM project, of which THE LINE is a part, has been the subject of several human rights controversies, involving the displacement of local populations, an abusive work culture and the use of surveillance technologies. The plans to build NEOM include the forced relocation of around 20,000 long-established Bedouins; many protested against the plan. Media reports on forced evictions, and more and more tribesmen are resisting the plans. The Saudi human rights organization Alqst reports several arrests of tribe members who refused to leave their homes. Abdulrahim al-Howeiti took a particularly high-profile approach, addressing his compatriots in a video message. His home was for sale - shortly afterwards he was killed by government forces. Abdulrahim belonged to the al-Howeitat tribe, which has inhabited southwestern Jordan, Sinai and northwestern Saudi Arabia for centuries. In a video he says that his hometown of Al-Khuraybah will be one of the first to go. He spoke of “forced resettlement” and “state terror” and took aim at Mohammed bin Salman’s rule: the local population had to disappear in order to enable more than a million foreigners to live a luxurious life. Since then, criticism of the authorities' actions has not stopped. The human rights organization Alqst accuses them of “covering up” the murder by bribing members of his tribe with five-figure sums to deny him and “renew theirloyalty.” Since the beginning of 2021, several villages in the area have been completely or partially demolished and the residents have been forcibly relocated. Raphael Le Magoariec, a political scientistand specialist in the geopolitics of sport in the Gulf states, said that Riyadh wanted to "promote above all its city of the future."However, Saudi Arabia's poor human rights record and misuse of espionage and surveillance technology to spy on its citizens, intruding on their privacy and security, have proven to be an obstacle in this situation, according to digital rights experts. Researcher Vincent Mosco, who studies the social impact of technology, stated: “The concerns about surveillance are legitimate,” adding that “it is indeed a surveillance city.” The Saudi Ministry of Communications and Information Technology did not respond to requests for comment from digital rights experts and researchers. While looking like a futuristic idea, The Line incorporates many aspects of architectural ideas from the industrial era: In 1882, the Spanish urban planner Arturo Soria imagined a linear city, based on the innovative use of the tramway. He applied part of his idea to a neighborhood in Madrid but never went further due to lack of support. In the 1950s, the French architect Yona Friedman proposed the concept of an integrated, modular and vertical "spatial city" to solve theproblem of urban sprawl, but it remained a simple intellectual curiosity. In the 1960s, the Italian avant-garde group Superstudio presented a radical artistic project: the continuous monument, "an architectural model for total urbanization," which was supposed to cover the entire Earth, but again without any feasibility or real utility. It was a criticism of Modernism, monumentality, design and capitalism.
