A.P.Polo - "ALG II" - Hamburg (Germany) "Arbeitslosengeld II (ALG II)" (Unemployment benefit II in English) was the term used in Germany from 1 January 2005 to 31 December 2022 for basic income support for jobseekers in accordance with Book II of the German Social Code (SGB II). Non-employable beneficiaries who lived in a benefit community with employable beneficiaries received social benefit. The benefits include the standard requirement, additional requirements and the requirement for accommodation and heating (Section 19 (1) SGB II) and "should enable those entitled to benefits to lead a life that corresponds to human dignity" (Section 1 (1) SGB II). Social chauvinism: an everyday problem - to crawl to the bigwigs and bully the underlings. Socially chauvinistic attitudes are on the rise in Germany, even in the lower sections of society. They are the sign of a society that is characterised by kicking downwards and hunching upwards. We see examples of this development every day, whether in the underground, on the street or in our own company. Everyone knows them, the newspaper vendors on the underground, they sell newspapers from an unemployment organisation. Most of the time they walk through the train and ask passengers for a small donation or if they are interested in buying a newspaper. Every day they find at least one passenger who insults the newspaper vendors in foul language and tells them that he wants nothing to do with them and is not interested in their problems. For these statements, the abusive person receives recognition from many fellow travellers who follow similar thought patterns. The unemployed newspaper vendor is not given the opportunity to explain his situation, although he has every right to explain himself. The example of the newspaper vendor on the underground is just one of thousands, but it clearly shows how widespread social chauvinism is in our society. Those at the bottom of the capitalist system are insulted by those who are only a small cog in the system. The scold on the underground takes his frustration about the situation at home or at work out on those who don't have to worry about the consequences. They usually don't try to criticise the system, but instead insult those who are still below them in the pecking order, the unemployed who are "just lying around". Social-chauvinist thinking is often combined with everyday racist thought patterns. This can be seen in the widespread attacks against Roma and Sinti. In many Central European countries, they are labelled as "parasites" and thus as the least productive element in society. The term "parasites" and "unproductive" is often used by those who see themselves as part of the middle class and have thus suppressed their own membership of the working class. The categorisation into classes has led to solidarity within the working population becoming increasingly eroded and has led to a demarcation within the classes. For example, the scold on the railway may belong to the middle class, but he himself is part of the working class. As he sees himself as part of the middle class and not as part of the working class, he does not try to differentiate himself from those above him in the hierarchy, but only from those below him! Social-chauvinist thought patterns are characterised by the fact that their supporters usually duck away from attacks from above while they attack those below them. Action can only be taken against such patterns of thought if the working class recognises that it can only strengthen its own position by showing solidarity with those below it in the current order. In the early 20th century, many thought leaders of Social Democracy were convinced that “new social risks” – such as demographic change – would shape the social conflict of the future. Instead of the conflict between capital and labour, the social question would increasingly play out in conflict and problems of equality. Renewed social democracy should abandon its “obsessive fixation on inequality” and instead focus on “equality as inclusion”: equal opportunities on the labour market and education. These were the core elements of the Third-Way Social Democracy that were represented in many European countries. This transformed social democracy bore the traits of a “market social democracy” with a political economy infiltrated by elements of neoliberalism. Competitivity was to be extended to more and more areas of society, especially the labour market. Social justice was no longer understood as redistributive but interpreted as equalisation of market access opportunities. On socio-political issues, a strategy was developed based on the dualisation of the labour market: for the highly qualified and autonomous employees, lifestyle choices were increased, while for the less-skilled, more disciplinary measures were introduced.
